I have a 07 bagger no mods and no codes, when she is warmed up and in neutral I tach it up to 2500 rpm and hold it there, after a while it drops to as low as 1500 rpm, it doesn't seem to happen at higher rpms.

It's probably a built in safety from the manufacturer so people can't blow up there engines then try to claim it as warranty work. Alot of vehicles are like that for years now. Since the days of leasing started.
Yes it also happens while riding, I will be cruising along then it becomes doggy around 2500 rpm and I have to open the throttle to compensate and after I do this it still feels like there is a drag, it will also buck, stutter or hesitate, so I tried it while it was sitting in neutral, if i go 2600 rpm or higher it does not do it, I do not sit there and hold it for too long, after 5-10 seconds it happens, I tested the map sensor, ias and the coil, I do not have the specs but those components seem to do what they are supposed to do.
I have ordered harley speciality tool hd-44061 fuel pressure gauge adapter from a dealership, I heard they don't like to sell these but I took a shot in the dark and it seems to have paid off, he said he will order it this week and I should have it on thursday.
No I have not changed my fuel filter, I will wait to see what my fuel pressure looks like first, but if it is fuel related why at 2500 rpm and not at 2600 or higher rpm?
When you say no mods , no aircleaner, exhaust, header,MAP,tuner ,etc,,? Ya see where im going, all little stuff but possibly all adding up to your issue.. Fwiw
