Rear Running light out.

Rear Running light out.
2007 Ultra Classic
So I have checked the bulbs I have swapped the wires in the little harness behind the break light to make sure it's not the socket. I have switched the bulbs. When I turn on my turn signal or hazards the bulb lights up. It is just when it is supposed to be a running light that it is not working.
I put a multimeter on it and it is coming up with 6 volts. The side that works is coming up to 8 volts. Both seem low but, I am guessing something is going wrong here. I replaced that little board that everything is plugged in to just to make sure that it is not that but, it is still not working. I am at a loss now. What can I try next? I am happy I have a tour pak and turn signals so I am not that worried about it but, I would like to have my bike in proper working order.

check that your wiring isn't chewed up inside the fender.
the run turn brake module does kinda what you see- it supplies about 6 volts to the turn signals constantly so that they act as running lights...then they get a pulsing 12 volts when they are turn signals or 4 way flashers.
you stay with the original stock type bulb(s)

Take the seat off and disconnect the plugs going to the rear lighting. Check for voltages before the module (assuming you have one) and after the module. You can also try pulling the module and see if the lights work properly without it. You can also check for shorts to ground from there.
