Personally, I would wait to see what the 17s look like. There's no way I would toss the dealer my keys and hand them $14k for the last run of a series, even if I wanted the UL. At this point it would have to be a VERY deep discount for me to buy a 16.

Okay, I'm going to use the toecat's original numbers, Vernal's numbers, which I'll assume are accurate and my own math based on how a dealer would "back into" this deal.

MSRP + freight = $28784 (Vernal)
OP's discount + $2000 (toecat)
Sale price + $26784 (My math)
Estimate of trade-in allowance = $13784 (My math)
Trade difference = $13000 (My math)
Sales tax @ 7.25% = $942.50 (toecat)
Registration = $57.50 (My estimate to make #s fit to $14k)
OTD price = $14000 (toecat) Based on $13000 + $942.50 + $57.50)

So they gave you $2k off list price and $716 less than KBB trade-in price. Some would say you got $1284 ($2000 - $716) off a '16 model that has about a $5670 mark up. Now those numbers may be a great deal to one person and highway robbery to another.

Final analysis, a good deal is a state of mind.

I think they are a little light on your trade or they need to discount the low a little more. Remember it is the end of the model year and they need to sell the 16s in the next couple of weeks. If Harley were to make the 110ci standard on non cvo bikes the 16 and older bikes will take a big hit in resell value. The same thing happened in 14 when the Rushmore bikes were introduced. Now it's difficult to move a 13 and older. I would push to be at $12,000 OTD difference and a 20% discount on all parts and accessories purchased the first 30 days.
