Why not just loosen them up, rotate them 180 degrees and tighten them back up? It worked for me. No more rattling.

I made my tour pac removable over 7,000 miles ago and it doesn't seem to have any more movement then when I firstinstalled the hardware

That does work for awhile. I did it as a short term fix but the TP is back to rattling. This is a soultion and not much more than factory.
