The location of the stock horn is a big part of the problem.

Once you make up your mind that want a new horn, this probably won't appeal to you. The horn on my 08 Road King was pretty wimpy. My son bought an 11 Road Glide Ultra and his horn was quite loud. On the back of the horn is a tuning screw with a lock nut. When a horn stops working, often turning that screw a bit will get it going again. Then experiment by further turning the screw for maximum loudness. My horn and my son's horn are about the same volume now. If that isn't loud enough, then spend the bucks for something else.

I just use a bicycle horn. Completely useless but looks cool as hell(what really matters). I'll always remember mashing on my horn button and hearing a low quiet "whaaaa" hahaha I better try a car horn.

hands down a Stebel Natalus at 139 db. They must have the noise wand right up its hoop to get 139, but still very loud

http://www.ebay.com/itm/Stebel-11690...xX6ZWO&vxp=mtr

Make sure you use a relay. Not only are these bloody loud, but reliable, and at +/- 32.00 unbeatable.
As with most things there are Chinese copies..................

On my RG I have a parade fan in the horn location, so mounted the Stebel using a Kury P-clamp on the front crash bar at my L foot
On the Dyna I split the Stebel into 2 parts. The "horn" bit inside the factory cowbell, with the compressor remotely located under the seat

More than once I have been asked where did you get that horn

Well, the local Harley dealer was having a customer appreciation event yesterday. I went ahead and got the upgraded new stock horn since I was getting 25% off and it would be an easy swap-out replacement. It took less than 5 minutes to change out and now works like a charm.

I installed custom dynamics mini beast...136db and easy install. Loud....Sounds like a sieve and a half! But more than your $90 budget. $210 if I remember...
