You need to provide some more information. Do you want to sand them down to paint them ? Or do you want to try and remove scratches/imperfections in the top coat. Also what color and is it the factory original paint?

Sand off everything that doesn't look like it belongs ... Seriously, if you're new at this you might want to get some advice from whoever is going to paint the bags for you. Painting is the easy part. Surface preparation is where the talent lies.

If you have to ask...

check and see if your local community college has auto body classes

even once learned there is a real talent to learning by feel how to work material for a great finished effect.

although I took classes and understand the "how"...I don;t have the talent and defer to a pro for smoothing and paint..except for wrinkle black

If your sanding to paint and they are clean use 600 grit and take all the shine off. You will not need any primer or sealer. If they are rough and full of scratches start with 180 and work up to 320. You will have to prime them in this case. After primer use 600. If you send me photos I can tell you exactly what is needed.

If it has pinstripes you have to sand them smooth. The guy that painted my old bike thought he sanded it good enough to but when you got close and looked you could still see the stripes on the lids.

Really doesn't matter dry or wet is fine. The primer sand very easy.
