IF it is chirping on a downshift or when slowing rapidly, it is USUALLY too loose. Tension is a funny thing. Too tight it will whine like a wheel bearing is bad and too loose it will try to skip, causing a "chirp" when the speed changes abruptly.
IF the dressing quiets it temporarily, I think it is probably just too loose. Of course, JMO.

Long story: I had a similar problem after a 10k service was done. I took it back in and said fix this whine. The dude took it overnight and the next day called me up and said he couldn't duplicate. When I picked it up the sound mysteriously disappeared. Needless to say I don't go back there for any kind of wrench turning anymore. If they aren't willing to admit their mistakes how can I trust them?

dog, IF you're talking about the whine, just loosen the belt a tad. You DO NOT want to ride far with a belt tight enough to cause a whine. Aside from damaging the belt, you could end up ruining seals as another member here did after a dealer overtightened his drive belt. I think he said it developed the leak after about 150 miles with the belt whining. Not great for the bearings either. Proper adjustment is "seat of the pants" for me, since the new spec. is so tight and mine always whines when I use it. I loosen it about 1/8 and its fine. The old instructions called foradjusting at the tightest point on the belt but the new (mistake in the 06 shop manual AND owners manual?) calls for adjusting at the loosest point meaning the tightest point will be WAAAAAYYYYYYYY tight.
