I guess you could get by with less than recommended levels without a problem. Does that make it right........ Not according to the manuals. I am an x Air Force helicopter mechanic and I wrench on a lot of bikes now including my own. I use torque wrenches and follow the books for everything as I was taught in the AF.
You can do what you want and maybe get by with it. To each his/her own.

I just wanted to share the find I made today. I was at home depot today and found this 5-pack of various sized nylon pouches on sale for $7.50. Pretty good score IMO. I used one to hold my tool kit and one of the smaller ones to hold my reg, insurance, etc. And I have three left!
Thanks all for the tips/tricks.

The Harley spec is ALWAYS a visual check....and owners may confuse the amount as various models have different primary cases.
The clutch may hold as much as 10 OZ* of the old fluid...
How much goes back in much depends on how well the owner drains out the old fluid.
I will leave the drain open overnight with the clutch lever held by a zip tie to pull the plates and disks apart...you can also hit the starter a few times to spin the lube out of the clutch and comp.
your choice

* and this is where changing fluid types gets complicated...if a new fluid is not compatible with the old fluid...the clutch may not transfer force.

I've read that adding a bag liner will create seating issues with your dzus pins and can ppssibly lead to the bag falling off. Your organizer looks like it would be having the same effect. You might want to look into that.

Been using them for a decade with no problems whatsoever ... these are much thinner than the nylon ones...
