Default vibration after floating rotor install

After having a local hd dealer install some hd floating rotors with lyndall pads on the front I have some a pretty intense vibration in my handlebars/floorboards/seat. It it most noticeable at high speed/lower rpms. Took it back yesterday and they did replace the left rotor saying it was warped but the problem didn't go away. When I put the bike on a jack and try to spin the wheel it spins and then get stuck in a quarter area of the left rotor. I have to tug the wheel to get it through that area. Can resistance like this create a lot of vibration in the frame to the seat and floorboards? Thinking maybe the front wheel got of of balance to. I'm having them check that next week and if the wheel is good I'll probably put the old rotors back on and see if the vibration goes away. It not a bad shake or anyting just an intense vibration that somewhat numbs my hands/feet after riding at higher speeds for a while.

checked...
tire pressure good
motor mounts good
nothing rubbing on frame
crossmember under tranny not bent

Cocked installation, hung pin, bent rotor, uneven rotor, improper pad bedding, etc.

You might want to elaborate on your question a bit for better answers.
