The situation that you described here is definitely a tuning issue. I've ran a Dyno for years for a HD Dealership and now own one along with a shop. I've run into a few issues with newer bikes such as yours when trying to tune it after Woods Cams have been installed. The Dealership your dealing with is somewhat correct - Due to the fly by wire throttle, you may experience dead spots or loading up (like your situation which causes backfiring and popping). But they are wrong saying it cannot be fixed. Whenever I have run into this situation, I've used the newer Power Vision tuning device to solve these issues. Harley doesn't ever recommend using anything other than their certified HD products, so they won't tell you how to fix the issue. Unfortunately, your probably stuck with the Super Tuner unless the Dealership bends over backwards for you and talks HD into divorcing the Super Tuner from your bike to resell.
