It never ceases to amaze me that a couple good ole' boys on an online forum in the space of a couple hours can come up with several solutions to this problem better than a whole team of MoCo engineers that designed the damn thing.

That's what I did too. It workes great (if you have a lugage rack on your tour pak).

Just drill four holes through it and let the tour pak rack hold it in place, no glue, no mess, and keep on riding.

It's not about engineering, it's about money. H-D used the solution that came cheapest, which was very cheap double-sided tape. Mine stayed on for all of a week before falling off, with nothing in it heavier than my goggles and seat rain cover. Think I'll try the 3M stuff mentioned earlier.
