they have had that set up for a number of years now, used mostly in Europe and the reason is a bike can get to the disabled car through any traffic jams faster than a tow truck.
IIRC they use them to get the car far enough out of the way that traffic can flow again, not for any real distance.

It must be hard with that huge arm setup on the back to split lanes, looks real top heavy. Technically and touring bike would be able to do it with the right gearing and frame supports welded on.
