The point here is that highbeams should NEVER be on at night when another vehicle is approaching. So why the hell would there be a stupid law that requires the passing lamps to be OFF when the highbeam is on. Keep in mind that even with the mod, we still always have the CHOICE to use the SPOT switch to turn them off in stuations that make sense.

Properly adjusted passing lamps, ie same adjustment as low beam, can be left on
at all conditions.
Passing lamps adjusted to the high beam, will have to switched off, for safety of others on the road.

I personally witness a bike accident because of poorly aimed yellow passing lamps blinding a oncoming rider. The result was rear ending the bike in front and a trip to the hospital.

The only time mine are off is when the dealer turns them off.
I've learned to check that switch every time I get the bike back...

Only use mine at night. When an oncoming vehicle flashes their lights I will hit high beam. And passing lights go out. Never had one ask after that. My passing lights are a hell of a lot brighter than my high beam. I know I would not like to look at them coming at me at night. I try to treat others like I want to be treated.

I guess some people just don't get it. WE ARE ALL AGREED that the highbeams should NEVER be on if there is an approaching vehicle or if they are an annoyance to other riders in a group. So what can possibly be wrong with having the highbeams and passing lamps on at the same time if there is no-one to see them?

It's not an AZ law. It's a Tempe city ordinance. That's why I specifically stated Tempe. Everywhere around Tempe they are prefectly legal based on state law.

There are alot of angry people. Especially the people that can't easily disable one light without getting into their cowling/fairing and unplugging one.

I always have them on except when in a group ride at night or when in very slow traffic so it won't drain my battery.

Not sure if it's the case for all bikes, but if my high beams are on, the passing lamps go off. Plus, not sayin' it couldn't/doesn't happen, but I've personally never been bothered by anyone behind me running bright lights...it's the on-coming cars that are more of a problem for me.

FWIW, rode about 300 miles today with my brothers and BIL. All 4 of us have touring bikes...so all 4 have passing lamps. When looking back at the guys in my mirrors, I definitely noticed my BIL's bike didn't show up near as well as my brother's did. Not even close. For some reason, he wasn't using his passing lights. He was not running his high-beam either. It was bright out, which tends to wash out lights anyway. I almost said something to him, but figured he had his reasons.

These days...we need all the help we can get to help the cagers "see" us. I even recently added MotoLights...if someone doesn't see me coming...they're blind! https://www.motolight.com/

That is bull local ordnances do not supersede state laws. A good attorney could beat that. That would be like having a helmet ordnance in a city where it is a helmet free state. It could be defined as entrapment.
