Default Road King Passing Lamps

How do you adjust the passing lamps? Cars keep flashing their high beams at me. I had the bulb out looking for a screw inside the lamp but I have rivits.

You have to drop the turn signals and use one of these to loosen and tighten the bolt

Some people can strong arm it to tilt them down.
It depends on how tight they are.
