Thanks for the pictures. I haven't done this yet but, I did purchase the tool from a Snap On Dealer for $48.00. Here's a link:

Taking my bike to be tuned by Rob's Dyno in Mass. in a week and he wanted me to change my fuel filter before I brought it up (about 19k on mine).

I used advice from this thread so thought I would contribute a reply. Thanks to the OP

A couple things
1) Looks like 5" Sch 40 PVC pipe would be needed to make a tool....good luck finding that anywhere but a specialist plumbing house....at least in my area, the biggest pipe I could find is 4" waste drain line in a hardware store

2) The soft blunt object method works perfectly well both taking the cam ring off and putting it back on. Wile putting it back on, I had my wife press down on the cam ring with a dowel while I tapped one of the cam ring tabs 180 degrees around the ring from where she was applying downward force....worked right back into the slots on the tank just fine. YMMV

3) DO buy a top plate gasket when you buy your filter/o-ring. When I removed my top plate, the gasket stayed on the tank instead of in the groove on the top plate. When I went to reinstall it, it was clear that it had deformed and there was slop in the gasket as it did not want to fit nicely in the groove on the plate (as if the circular gasket had expanded somewhat and wanted to fit in a slightly larger diameter groove). New gasket popped right in and gripped the ID of the groove in the top plate nicely. I think it was $7 or so.

4) At 19k, the fuel filter is dirty. Dirty enough to matter? Probably not, but what the heck. When you pull it out, it looks pretty bad, but when it dries, you realize its not nearly as bad as you thought, but it is still greyish, not pristine white. I think the pics you see on here are wet filters....I'll take a pic of mine later, its been drying on my bench.

Tucci....a Road King looks the same as the OP's bike, just with the difference that there is no filler neck/cap on the top plate.

A couple of warning points:
1) Before you disconnect the vapor line and move it aside, make sure you wipe it down and clean it. It is covered in grit from under the console and will scratch your paint. I failed to do so and created a line of scratches the length of my tank. I had a soft towel under it, but had to move the towel in order to reinstall the console it was at this point the line got jiggled around and scratched the tank. Light scratches that should buff out, but damn!

2) Be very careful of a soft metal tab type clip at the seat end of the console that holds the wire harness that goes to the speedo. Make sure it is not bent out and is pushed up against the harness and the underside of the console as far as it will go. I did not realize mine had bent out when I originally moved the console aside and, while wiggling the console into position on reinstall, scratched the chit outta my tank (under the console and invisible, but still!).
