I've seen horns that have a mechanical adjustment screw. If the HD horn has one of those you could try turning it one way or the other and see if it helps. With the horn clicking, you're getting juice to it. If the adjustment is too far in it could cause it not to vibrate and make noise.
Mine quit on me twice but was still under warranty so I did not investigate.

the click is prolly' the horn relay, not the horn...put a meter on the horn and check for voltage...the screw on the horn adjusts the tone of the horn and almost never goes out of adjustment...It sounds to me like you have a bad connection somewhere between the horn relay and the horn, or possibly a bad ground from the horn...

mine quits after riding in the rain for a while...drys out after a day or two. dealer says he will replace it once and then i am on my own. this seems like a safety issue and the lack of a horn in the rain is dangerous. called the moco and they had never heard of horn failure. luckily it does not rain much in south texas. going to wait until warranty is nearly up and get the one horn out of them.
