It seemed tight at first, I tried to put the clamp on to just hold everything in place so they would be straight, but the clamp bolts seem just a little to long. The chrome risers don’t let them pass through like the stock ones did. No power in my garage so I’ll try and get back out there in the morning, probably can’t get new bolts till Monday anyway due to the holiday. I couldn’t tighten the clamp down hard enough to grip the bars really good, maybe I’ll just cut off the tips. The head of the riser bolt seemed to be sitting up against the bushing, but I’ll double check that as well.

You're talking about the top clamp bolts?
If they worked on the previous bars they should work on the new bars.
BUT, if you changed risers too they could be bottoming out in the risers.
Mine did that, I just went to Home Depot and bought new shorter stainless allen bolts.
One was tight so I ran a tap down it. 5/16ths coarse thread.

Those Home Depot bolts are poor quality. Stainless in general does not make for a good fastener.
Funny Stainless was what was in there, and it's 4 5/16ths bolts on a top clamp in a 5"x2" area.
Zinc finished carbon steel grade 5 bolt is what I would use. Ace Hardware should have them.
Steel in aluminum is not a good idea First there's a chance of rust, second mixed metals oxidized and might not come undone later.
Sounds like the threads are a bit shallow. Your riser threads should be 1/2-13.
