Default 94 FLHTC Starter relay

I had to replace my starter relay on my 94 Electra glide. On the 94 models only it is under the headlight, not under the right side cover. No big deal, but, after removing the headlight there are 2 identical relays next to each other. I only ordered one, so I plug the new one in to replace the relay nearest to the center of the bike and push the start button and the bike cranks and starts, problem fixed. My question is what is the other relay for? I check the wiring diagrams in my manual and there is no mention of a second relay? Any one know?

I don't know for sure but I think it is for High/Lo Headlight. If you want to know for sure, pull it out and see what doesn't work.
