Bump your compression and those cams would wake right up.
Just swapping in a different cam set wouldn't do much other than move your torque curve left or right a hundred or so. You're not gonna pick up much of anything, but you could lose ground. Your cams are as good as they come for a stock 103. To get significantly more, you've got to spend more.
If you're on a tight budget, your fix is as simple as buying a set of 107 flat tops, and having your jugs bored. You could leave everything else alone, including your heads and cam chest.
Or swap in a set of CP 10.25 forged 103 popups. Buy them in .010 oversize, and send your jugs out to a shop for honing and fitting.
Either way, it's an easy bolt together that won't break the bank. Later you can add head work for additional gains, without having to go back and re-do anything. Pretty soon, though, you'll be needing to upgrade your throttle body and clutch, so figure that into build costs.

You could go as simple as removing the heads and going with .030 head gaskets to bump compression. But then you're only a few bolts away from cylinder removal and the 107" route. Another suggestion is .030 gaskets and with heads off, send them off to Dewey, Bean or Kirby (VTwin Perf) for a mild valve/head blueprint for around $350. Heads and compression will wake up those cams/103"...
