No, they come both ways. The CVO RG Ultra came with chrome Agitators.

What about the 2012 CVO Ultra chrome rims? I really like them.

I went with the mirrored chrome agitators and they look good. Not as good as the 21 inch rim I had wanted but still look good and handle same as before.
