Default Holes offset on new wheel?

I just got my new 21" front wheel for my 2011 Street Glide w/ABS and dual rotors. I took it out of the package and was excited to put it on but much to my dissapointment the first thing that i noticed that the axle hole and the bearing hole dont line up. Im not sure how the hell am i going to get my axel through this to mount it up. Maybe something was not assembled correctly? Does the axle hole have "wiggle room" when i try to put the axel through it? I am stumped. I sent an email to the company but I havnt heard from them yet and with the time zone difference i have been unable to call them yet. Anyone care to weigh in?

Yes, the bearings are in the hub, the hole through the hub behind the bearings dont align up with each other.

wait...is there a metal sleeve that is 'loose' in the hub between the bearings? you should be able to move it into place with your fingers
