Default Clutch causing starter engagement

We have a 2010 Electra Glide police bike at my department. It just started an issue that seems strange. When the clutch is pulled it engages the starter. Does it with engine running and not running, with ignition on. The deputy who rides it said he hit the starter button several times, with the bike running, and it has stopped the problem at the moment. I am thinking a problem in the switch housing, but don't know.

Anyone familiar with something like this?

Does that bike have the "lockout" switch which prevents the bike from being started unless the clutch lever is pulled in? If yes, then that indicates that the starter button is stuck "on." Probably just needs to replace the starter switch.

I would assume it does have that lockout, I was wondering about that. I may try a little spray silicone in the button as it recently did a bunch of miles in the rain.

Yea, that bike probably has the lockout, I know my FLHP Road King Police wouldn't start without the clutch being pulled in. I can see where that may cause that issue.

My bike did that and the starter relay was internally shorted
