Default Do I need the 2008-13 spacers even if I change bearings?

I am putting a 18" street glide rim on the front of my bike, it is a 05 FLHT. I know it can be done by either changing the axle or the bearings in the wheel, my question is if i change the bearings and use my axle do I still need to change the spacers?

The '05 inner and outer spacers and bearing will work on late wheels. I did it the other way with '05 spacers/bearings/axle on my '09.
