secondary problem, i cant figure out how to change the bulbs. i undid the 2 screws on the lamp cover, and the lamp cover dropped down maybe a 1/8" and i cant get it to come down any further, and i dont want to risk pulling on the wiring by trying to yank it further down. so, how do you get to the bulbs in order to change em?

I do not have a wiring diagram for the 06...88, 92, 93, 95, 09...no 06.
In general, the ground wire is black and it is in the rear fender harness which usually connects under the seat to the main harness.
if all your other lights are normal brightness, work all the time ( try shaking the bike), then it is probably isolated to the lic plate light.
on many late models, the harness from teh bike plugs into a board behind the tail light. on that board are sockets for teh various lights- tail/brake, turn signals, plate lights etc etc.
on many models the plate light plugs into the socket top left as you look at it, and BOTH wires to the plate light may be black.
the fix may be to just unplug and reseat these- add a little dielectric grease if you have some
