from stock, a 'stage 1'

high flow intake and exhaust, some kind of tuning compensation will get you 7 to 10 HP.

Ness Big sucker about $125 of ebay from easternpc
if you have a catted header, a decat from ebay about $150
nightrider.com xieds for about $130

if you are already at a stage 1...cams will get you about 10 HP
a few hundred bucks depending on labor

at this point you will need a more complex tuner than xieds. so if you plan on going beyond a stage 1, go right for a more complex tuner than the xieds from the start

The rinehart performance module accepts all power commander apps so it should work correct?

I see you edited the post-

cams is your first step.

you could always look at a 106 or 107 kit.

there are proven packages ( look at fuel moto) that give consistent results as all the parts work with each other ---- as opposed to picking parts yourself which may not be complementary

After the stage 1 upgrade the best thing I did was changing out the cams.

I bought a set of SE255 take-outs w/ 5 miles on them for $125. Got about $300 total in the cam install, reusing the stock pushrods and installing them myself.

You hear a lot of negative comments on the SE255's, mostly from people that have never ran them. What i can tell you is the SE255 really woke my 96 up.

Riding two up is a breeze now, much less shifting, twist the throttle and go. They make power where you ride at 90% of the time.

For the money ($300), the SE255's were the best performance improvement I made to my 96.

The SE-255 is a great cam ( and even better if you have the ACR's ). They have a tendency to start hard under warm/hot engine conditions. Without ACR's ( Automatic Compression Releases ) S&S 551 Easy Start is another option. If you're big on HD parts the SE-204 is another option for good performance ( and a great sound too )

The SE255 will give you hot start issues if you don't have compression releases.
I have the TW-222 and just got back from a 2000+ mile trip from NJ to Maggie Valley.
I was able to use 6 gear 80% of the time going and coming on Routes 40, 81, 66, 495 & 95.
They pull great in the mountains loaded up with gear & passenger.
This is the first long trip since installing them and I'm highly pleased with their performance in my 96cu SG. Prior trips had me shifting up and down constantly to maintain my speed on the grades.

Based on current mods go with cams next. I've got some Woods TW-222's ready to install once it gets a little cooler

+2 on the 255 cams. On my old dyna 96 ci I did a stage 2 upgrade 103 kit 255 cams upgraded clutch spring adj. Pushrods and loved it. On my 09 sg I'm going to do the same once the warranty runs out in a year. But this time I'm just going to use the stock pushrods to save some money for a proper tune. Easy install did it 1 day taking my time the bike pulled great. It did have a little weak start when it was super hot but the money saved from push rods will be used for drilling mcr. Big boys does it for about $100 for both heads
