Touch up pens, and the necessary stuff you'll need to use them properly. Yeah, it's not a re-paint, but with a little time, care and elbow grease it's surprising how well you can do.
There was also some protective clear spray coating you could apply, then peel it off and re-apply every year, but it was a pain to get it to look right. Don't think it ever caught on.
Added: Harley also has small bottles of touch up paint you can get from your dealer. Spendy stuff.

Yes have had them from day one, had the fenders repainted over a winter, now have more back, I have to say, the worst is going down a road that has been chipped. You know when they place oil then the small rock chips. Any vehicle coming from opposite direction will kick up chips and create chips on your fenders. By the way it is not metal on your fenders, they are a composite molded, or fiberglass.

Even though I don't "totally" hate the looks of fender bras, after checking into them closer I discovered that most are mounted by taking off the tail light assembly. So it would be time consuming to regularly put them on and take them off. I wouldn't feel comfortable just installing them and leaving them on for extended periods of time. I suspect they would trap moisture and end up trashing your painted finish worse.

With a front wheel bringing up small rocks, there is not much way, short of ugly covers or clear plastic that discolors to protect the rear fenders. I think of my rock chips that I repaint with the two-stage Harley paint as "beauty marks". They let me know that I am riding the trike instead of it just being a garage queen and looking pretty.

My buddy, who bought his TG a couple days after I bought mine, found a place to order a sheet of 3m film for less than $20.00. He says it will be enough for both of us to do the front of our fenders. From what you are saying it may be the cheapest and best way to go.
