Remove from fender on touring and 23" will fit?? (question mark EMPHASISED..)

Have a 2016 Road Glide. Nothing really custom other than the stretched bags and harley 14 chiseled bars. Was wondering 2 things. I know if I go thorium 7 or 8 threads and 39 pages of comments ranging from answers to people arguing about panheads..
Question..If you buy a 21" rim with low pro tire will it fit stock on my 2016 road glide with no mods..note:special case with my bike and warning for future powder coat part users and buyers..when rossmeyer harley in daytona took off my oem chrome fork covers and installed new oem fork covers I purchased from a reputable powdercoater of oem parts, he had powdercoated the whole bottom fork and where the bolts/front wheel connects back in to the forks it did not have enough clearance(by micrometers) to fit. Had to Dremel out the holes where your from tore bolts in.
Back to question 1 will a 21 inch for stock with no changes or mods
#2 would a 23" fit if I remove the fender or get a customer stretched one with the stock forks/parts..if answer is no to both questions could someone tell me the largest wheel/rim I can safely and comfortably put on a 16 Road Glide. Thanks in advance

A 21" wheel/tire will fit with no mods other than a fender spacer in most cases. If you want a 23" wheel there are a few options. MC Baggers makes a triple tree/rake kit to use a 23" wheel and have the proper rake/trail; this will require a new front fender. The best thing I have seen to use a 23" wheel with the stock fender and brakes is the new leading axle fork lowers from Battistinis. These fork legs will keep the proper rake/trail by moving the axle forward 1.5" and down .5"...
