As a basic rule,speaking for my shop,I change the tube when i change the front tire out. The front doesn't wear as quickly as the rear. It also can depend on if you have a spoked rim or not. A spoked rim will let water in and rust the tube to the rim and i do know of people using tubes in mag style wheels.

Almost all! BMW have tubeless rims on some of their off-road styled bikes, but the spokes go to the edges of the rims, outside the tyre. There are some custom companies who seal spoked wheels for tubeless tyres. I believe stock Harley spoked wheels all require a tube.
I haven't had a bike with tubes for years now, but when they were common on all bikes I fitted a new tube with each tyre and kept the previous one as backup.

the answer to my question was YES. 1999 FXSTB Night Train does require a tube and rim band. i pieced my tire project together instead of going to my local harley, which would have Charged my $200+ bucks.
Tire $82.99 - motorcycle superstore
Tube and band - $25.99 harley parts counter.
Installation and balance. - $50 Local Cycle Shop
Total around $165 after taxes.
not too shabby for my first tire change fiasco.
