Default 66 EG Police Bike Value

I friend of mine has a 1966 Electra Glide bike that I understand use to be a Police bike. It is fully intact. I has been setting in his mothers garage until she passed away. The bike belonged to his brother who was killed in a bike accident about 13-years ago. His only son was going to get the bike when he got older, so my friend put it in his shop following his moms death. Recently the brothers son died he was about 22-years old. Now he's not sure what to do. He'd like to keep it, but realizes the cost to restore it would be something he cannot do financially. The bike was running when his brother died. He was just starting restroation and getting the motor running good when he was killed. What do you'll think this might be worth if he sold it. Anything I can tell him. He said his brother once told him there was something special about the engine, "last year for model" or "big CC model" , not sure. Is there a value he should say I'm not going to sell for less than xxxx.xx amount ?
