You`re referring to the "Billy bike", yes it is a panhead. If you look at the poster where Hopper is giving "the bird" you`ll see it has a wishbone frame, approx 1948 thru 54. BUT, that photo shows a stripped Hydra Glide front end with the brake drum on the right fork leg (started approx 1969)
If you look at the other famous poster from the movie with both bikes, the drum is on the left as it appeared in 1949 & up Pans. Like most movie vehicles it`s safe to assume that more than one one wasbuilt for filming.

The movie out on dvd actually has a section where Dennis Hopper speaks about the movie and how it was made.
In that dialogue, he mentions the builders name and a few other things.
Might be worth checkin out.

There were 2 of each.
While the movie was being made 2 of them were stolen (never to be recovered).
