My 97 Electra Glide

I have dressed it down in the last two years, going for the Street Glide look that is so popular. I recently put the tour pack quick release kit on, and added the touring version of the Badlander seat. My wife don't like it much, but it is a quick conversion now to put it back. I am looking to lower the front fender now, and am looking for suggestions. I have seen the brackets you can buy, but do not like the fact that you have to drill out the rivets, and repaint. It seems that it would be easy to make some bilet extentions that could just bolt-on effectively moving the mounting holes by an inch or so. Does anyone know of such a product? If not I am going to try to fabricate some.
