This one? There is a proggy called Eye Candy (google it) which is basically a set of filters for photoshop. I used one of its filters to create the trail.

Then I used the airbrush to add to it; most noticeable is the whitish blur and black shadow under it coming back from under the front tire. I selected the area for each of those with the lasso, airbrushed each and then added Filter> Blur> Guassian Blur, by eye. Btw, the streaks are part of the bike - the bike layer. My airbrushed touchup is another layer to make it easier to put them (start them) behind the bike. (layer> new layer, and then drag in the layers palette and drop into the order I needed.)

For the sign, it was originally a rectangle looking straight at you. I used Edit> Transform> Perspective and Edit> Transform> Free Transform to skew it like that, and then painted the legs on by selecting with the polygonal lasso and airbrushing inside of that.

The frame was done with another proggy - Paint Shop Pro. I used the Filters> 3D Filters menu for that.

I made the text at www.cooltext.com.

I lasso'd and slightly blurred the front wheel and spokes etc. for movement.

The sign shadow technique is in 1badnt's shadows tut here in the 101's.

The shadow behind the main frame is just a duplicate layer of the frame (layer> duplicate,) and then some blur and then move tool to slide it slightly offset like that.
