Default Touch-up paint procedure

I have a pretty good scratch in my vivid black fuel tank in which my fingernail does catch a bit. I believe my only option is to touch it up with paint & then clear coat. Does anyone know the steps to do this the right way? Do I just apply the paint & then clear coat and buff?

Whatever you do, don't use the little brush that comes in the bottle. Use something much more precise, like a toothpick.
