You've gotta address the water seepage first. Can you dig down and drain tile/gravel? Even polyurethane won't stick if it never airs out, without dryness your tile's gonna come up no matter what else you do.

I can't dig under the pads. I guess my question was, is there anything that I can put over that part of the floor to prevent the water from getting to the tile?

Where does the water come from? Is it a lawn sprinkler or something to that tune? What is on the exterior side? I would approach this problem from the exterior first and do what ever it took to stop the water. Then get the inside good and dry and treat it too. Water is amazing, it'll just about screw anything up. No matter how fast or slow it runs. Outside of everything I just typed, you could build a subfloor on the slabs, but you'd need to use stainless stell as the joists, so that no water reached your wood framing, hardy backer or mud for the tile. There is a solution but I believe the cost may be prohibitive in your case. Underground we sometimes use chemical grout to stop water infusion through the conctrete lining of the tunnel. It comes in a liquid form with a catalyst and an activator,pumped througha hole drilled into the concrete which a packer has been placed.It can be pumped with a paint sprayer.I dont really think its a DIYers job,but there may be someone in your area that does it. Google "chemical grout"

+1 to all above. My .02 - you have to solve the water seepage first. Check your outside perimeter for negative drainage first. Check your rain gutter downspouts for proper drainage away from the house. Also check the possible flow of water from the yard going to that corner - you may have to re-route it. The chemical grout plan might work, or it may just move the water seepage to a new location in your foundation. Most of the fixes I've done have been with simple exterior drainage. Worst one involved digging out around the foundation and installing a drain on the uphill side of the house. In any case, unless the seepage problem is solved, tiling will be a waste of time & money.
