I was wondering how much lowering I could expect on a stock Street Glide seat.

I am 5'9 with a 29" inseam, but have bigger thighs and am on my toes on this bike.

I weigh about 250, and my passenger is around 140, so if the seat was lower I would still like good comfort.

Was thinking I would go with the gel, if you think this would be the best bet.

Its not so much lower that you really want to go but narrowing the seat would help the most.  The lower you go the wider these seats get so its best to use a combination of lowering and narrowing to get the best effect.  1-1 1/2"s down is the optimal range any lower and it starts reversing the effect because of the width.
