Default '05 Fatboy--Swish swish swish sound from rear wheel area

Have an '05 Fatboy--have the chrome plate over rear pully held on by the hub bolts. I hear a swish swish swish sound when I make bike quiet--ie about 25mph, out of gear, engine off, neutral. I have 13,000 miles on bike--had the rear wheel bearings replaced by stealer--I removed wheel and took it to them--they installed bearings and I installed wheel. Torqued axle nut to 60 ftlbs. Doesn't that noise describe a bad bearing sound?
