When I fully engage the clutch the bike still moves. I tightened the cable on the front of the bike and it does not seem to have an affect one way or the other. The bike has 1700 miles only. What else can I try?

Your going to need to do a full clutch adjustment.The cable adjustment isn't going to correct your situation..There's a detailed breakdown of the process in the Tech section here on the forum.
