We were thinking of adding a gel pad (raw, uncovered) to the bike seat on an 07 Low Rider to make a more comfortable seat for her ride. Does anyone have a source where you could purchase just the raw gel that could then be cut down and sized for the seat pan? Has anyone done this or would you have other suggestions short of having a custom seat made, i.e. air pad, different type of foam, etc?

Bike makes gel pads of different sizes with a drawstring cover (like on an ironing board). They are sized for bicycle seats, but some are pretty big, and have one solid gel insert in them. Wal Mart may have them cheap.
