The little metal elbow is the vent for the tank. The electrical plug is for the fuel pump and the bracket is for the dash mount with speed nuts.

I'm sure of the plate and the plug but I was wondering how this little tube vents the tank??? It seems to just hook up to the top of the tank not connect to anything. Do I have to run a tube off it to something else or does it just hang out with its wang out as is.

There is a rubber tube (similar to fuel line hose) that connects to the opening on top of the plate, and is routed out the front of the console. The part of the tube inside the tank doesn't connect to anything.
