Default '46 harley 45 wl

Hey all,
Have a few questions about my '46 45 wl and hope someone out there can help.

When I first get on the throttle, the bike stumbles like it's not getting enough fuel. Once I get past about 1/4 turn of the throttle it's seems to clear up. Runs good otherwise. On a related note, occasionally after I shut her down, fuel begins to spill out of the vent on the top of the carb. Stuck or saturated float or needle???

Next, there is an approx. 3/16 hole near the bottom of the cam cover. I believe this is for the breather valve. I've got oil leaking from here. Normal? Would like to stop if if I can.

Thanks for any advise you can provide.
