Default Clutch Lever sticking

My riding buddy has a 2007 fatboy that has a clutch lever that intermittenly sticks in the pulled position. You have to pull it out with your hand. It's not the cable or clutch as the handle has done it with the cable detached. we've pulled it apart and added anti seize and it will work fine then a weeklater it will do it again. What are we missing? Anyone have similar issue that they were able to fix?
