Default frame? help is greatly appreciated

Ok I am editing this post to see if anyone can help me maybe identify this frame. There are no numbers, I have no paper work for it. It was given to me by my neighbor who roomate left behind. They had a bad falling out and said if he didnt come get it he was getting rid of it. Roomate said he could not come get it and to get rid of it and thats how I got it. I got the number of my nieghbors roomate and gave him a call. He said he had no paper work for it and has no numbers of any sort and that it was a "manufactured frame" and that I would need to get it registered/titled. Said it sat in garage for over a year with the intensions of doing a build but never got to because of a new baby. Asked him what the rake and if any stretch and he did not have a answer for me. Said he could not remember and was not a bike guy himself but intended to learn. The frame was no cost to me, so I am not losing out on any $, but would love to use it and take my time leaning and building this into a cool bike just for me.

This is where you guys come in. Will I be able to use this frame? Will I be able to register/title this? Also how can I figure out what rake/stretch it may have? Last, how do I determine how wide a wheel/tire can I go? Any help is greatly appreciated.

If you can post a picture or two of the frame, perhaps some of the folks on here can give you some info about it. Any indentifying names or numbers on it?

Reference registration, I'm assuming the frame in question has a number, right?Most states will definitely have a problem with you trying to title a motor vehicle (the frame) that was given to you by one person when it actually belongs to someone else.You would probably need to have the actual owner request a new title for you in writing.

My advice is to check the numbers with your state DMVoffice before investing any money in this projectbecause this looks like it may turn into a confiscation issue.

here are pics of the frame. I talked to neighbor and he called friend that left it behind. He said there are no numbers or papers and that its a "manufactured" frame..whatever that means. He said it shouldnt be hard to register and title. I dont know. I will call DMV this week
