Default V&H Fuelpak or PCIII which is better?

I have a '07 XL1200C and I want to put pipes on it. It's not loud enough for me stock. I understand I need a tuner.
The V&amp\\;H fuelpak is more affordable with a set of V&amp\\;H short shots over the PCIII and dyno tuning. Any suggestions&nbsp\\;which is better?&nbsp\\;
Do I need to change the stock air cleaner?
I want the best and most affordable option possible.
Any help would be greatly appriciated.

the fuel pak will only work if you have the exact motor, pipes and air cleaner. If you plan on removing baffles or changing anything from the exact specifications the v&amp\\;h has made maps for it will be off. But to answer your question i prefer the power commander over the fuel pack and a race tuner over both.
