Default fork chatter, 78 FL

I have a 78 FL Shovel, from a stop or at low speed when I acceleratee&nbsp\\;or crack the throttle I get a chattering in the forks down at the wheel. The motion is back to front. Appears to be stronger on the brake side. I recently replaced the pads and made sure the caliper was not binding on the pins. Did not help much!
