To the best of my limited knowledge, it pretty much goes state by state. Each state has rules or requirements for ins. cos. to do business in their state. As such, what works here, doesn't work in SoDak or Wi.
The other factor is the builder. Some cos. will recognize different builders, but not all recognize the same ones.
Also, some will insure stated value, others want an appraisal by a reputable auto/bike appraiser.
Your friend is VERY smart to check it out first, rather than find out AFTER he/she has dumped mega bucks for an uninsurable scoot. Hats off to 'em.
Best advise I can give, is let their fingers do the walking. Get the info on the scoot in order, and then start calling different cos. for requirements, quotes, and limits.
Again, it is GREAT you/they asked B4 they had the scoot in the grudge.
