Default need help with front fender chrome pieces

on my 2006 heritage softail classic, the front fender has on each side the heritage softail letters and underneath them is a chrome strip that slides back and forth on my bike. is there a screw inside the fender that i have to tighten to keep it fronm sliding back? do you have to take the tire off to get to it?

any help is greatly appreciated before this thing gets lost.

you do not have to take the fender off, just a thin wrench and some patience

any idea what size wrench? when i stick my hand in there it feels like a flat head screw.
