Default DMV title problem

I'm having a problem with the DMV and a title transfer. I bought a '61 Pan in FL and am trying to transfer the title to my name and CA. Since the bike came from out of CA the DMV had to verify the bike's VIN number. Now they want to inscribe a frame VIN, since in doesn't have one. In my mind having a CHP officer punching numbers into the neck of my 45 year old bike can't do anything good for it's value and original condition. On top of that they will be assigning a new VIN #, so the new title will loose the original Harley identity. Has anyone come across this? Got any tips?

The only thing I can find in the CA vehicle code that applies here is:

4166. The department may assign a distinguishing vehicle identification number to a motor vehicle whenever the motor or other identifying number thereon is removed, destroyed or obliterated, and any motor vehicle to which a distinguishing vehicle identification number is assigned as authorized herein shall be registered under the number so assigned when registration of the motor vehicle is required under this code.

Does anyone know of anything else in the code that can help me?

Default RE: DMV title problem

Do you have A title to the cases?
Pre 1970 HD the title went with the engine cases.
If youv'e got Reproduction or replacement cases stamping the frame is how it's gotta be.
If youv'e got paper for the cases Fu.ckem ,find somebody that knows whats up at the DMV.
