Not sure about where you live, but in my area (which is pretty out of the way) we have a couple of places that sell Harley Davidson brand boots for less than the local HD dealer does. The places are Super Shoes and Herb Phillipson's Army-Navy store. Getting them on the internet usually isn't that great of an idea because shoe sizes seem to vary greatly.

Check the internet (search under Harley Boots) and you will find several websites that sell them rather cheap. Make sure you know your exact size when wearing boots. I always have to go one size larger.
I would suggest avoiding HD boots. I have a pair that have been replaced once because of defects, and the same thing is wrong with the new pair. They turn over in the heels, and they will never quit turning your socks black. They are also very uncomfortable for anything except riding or sitting down with your feet propped up.
I have heard only good things about Cruiserworks, and plan on having a pair in the near future.
My wife has ordered several pair from bootbay.com and had good luck. Their prices seem OK as well. I have a pair of HD boots that have been OK. Here's the link to bootbay:
