Your's is the first post I've read.
I also had this common problem on my '46 servi-car.
Luckily my unlce had the answer and it's so simple it doesn't sound like it will work but it does.
Take a handful of nuts(I used 3/8") and I also threw in a handful of Dremel type small abrasive wheels.
You don't want to shake it, this might cause dings. Rather kind of swish them back and forth. I was very suprised how well this works and my tank looks shiney as new.
There is probably other ways like rust removers such as Rust Jelly etc. This ones just cheap and easy.
