From the pic it is a flathead 45. Looks pretty complete. What it is worth is always subject to how much is there, whether motor turns over, tranny will at least crank. It has the winter leg shields on the front so it blocks the front end. You can ask the owner for the motor number from the left side of the case. Definitely been sitting for a long time, needs a lot of TLC but would be a good project if you can do the majority of the work yourself. There are some good sites that deal in flatheads
The blackout light says it is a military bike. The right side chain and flathead engine says it is a WLA. Worth roughly its weight in gold.

I saw one of those at an auction a few years ago.
I went with 5 large to spend and when I saw a guy in a big Ford pull in with an empty bike trailer,
I knew I didnt have enough!
It sold for 14 grand!
You just never know.
I have seen fully restored all orginalknuckles sell for $50,000.....who knows how much a pefect Flat Head would go for...you might be able to make some cash on it.

'46 WL with a '55 WL motor - $26,000 (way overpriced!)
'42 WLA - $14,000
'42 WLA - $12,000 (from Poland, ready to restore, but in pretty good shape)
'49 WL - $12,500
The 45 flatties don't bring near the money as the Big Flatties do.

That's a WW2 WLA (45 ci flathead military) that looks mostly correct and complete. Don't know where some of these prices are coming from, but they seem quite high.
A decade ago you could have bought a bike like this for about $3,000. Now a bike like this might be worth $7,000 or less. Fix it up and get it running right and the price would be about $9,500 or so.
Not much power, but a lot of fun to ride and easy to start (thanks to the low compresion 45 inch flathead engine)
